Gender Budgeting – Municipality of Imola 2022/2023
Making budgetary choices more equitable. The use of the municipality's budget resources and the choices about where to allocate budget are not neutral but affect the living conditions of women and men. Such choices can promote good employment, improve or worsen health conditions, support free and informed motherhood and fatherhood, and promote work-life balance by providing educational services, social support services, and promoting active citizenship and community solidarity.
Gender Budgeting provides a snapshot of the current situation by collecting data disaggregated by gender. It assesses municipal projects and strategic programmes, both ongoing and completed, by the Public Administration, and analyses the impact of policy choices using data and key performance indicators.
Women, men and the general population
Imola's gender budgeting was structured in the following phases:
-Budget analysis: a financial review of policies and programmes to clarify the link between political decisions and allocated resources.
-Analysis of important services for equal opportunities: assessment of the real impact of policies on different people, by analyzing the users who turn to the services offered by the Municipality.
-Context analysis: statistical study of the main demographic and social variables to highlight gender differences - Analysis of the Municipality’s identity with regard to gender equality.
-Analysis of municipal policies and programmes from a gender perspective: assessment of current Council’s guiding principles and their impact on men and women, with the aim of promoting equal opportunities.
Involvement of stakeholders and various economic and institutional sectors in the area.
